The web feels permanent because it is always available. In practice, it is a moving surface. Pages are revised without a visible history. Files are replaced under familiar URLs. Product descriptions, leadership biographies, policy statements, and public records can disappear or acquire new wording between research and review.
For everyday browsing, this instability is easy to ignore. For intelligence and due diligence, it can break the chain between a conclusion and the material that originally informed it. A location is not a record

If two reviewers disagree, both can inspect the same passage instead of reconstructing an uncertain memory of what once appeared online.
Preservation also needs boundaries. Retaining material does not make it credible, complete, or true. It only protects the integrity of the evidence state used in the work. Credibility assessment, legal permissions, retention policy, and interpretation remain distinct responsibilities.
Provenance begins before the final citation
Many reporting workflows treat citations as a finishing task. Analysts conduct research, draft conclusions, and attach references once the narrative has settled. That approach can preserve presentation while losing process. The final footnote may not reveal which version was consulted, which passage carried the claim, or how several sources were combined.
A provenance-aware workflow connects claims and sources earlier. It keeps the report wording, source version, relevant evidence, and review decision linked as the assessment develops. When AI-assisted steps help find or organize material, their inputs and outputs should be recorded at the same boundary. The final citation then becomes a view of a deeper record, not a substitute for one.
This is especially useful when evidence is mixed. One passage may support a quantity but not its date. Another may establish an event while leaving its cause uncertain. Exact links expose those gaps and let a reviewer describe partial support without flattening it into a binary answer.
A broader infrastructure problem
Preserving what the web forgets is a direction for verifiable intelligence infrastructure. It calls for systems that can retain source state, identify versions, and carry evidence forward into analytical outputs without losing the path back.
